ill give you Pyongyang and you give me Linshui.
Under the condition that neither of us creates fortresses or creates units more then 1.
it can also be used as a safe haven in case one of us gets wiped by another.

if we want it back. we just annex the region back

Also, having one foreign province inside my borders and another one far away from my lands will mean a drop in provine morale so it is no a wise choice..
